Brussels Capital Region

Ecoscore

The Brussels Capital Region has introduced various measures based on the Ecoscore:

The region imposes companies with more than 100 employees and events organizers to develop a mobility plan to enhance sustainable mobility. It can also concern school. Some solutions include offering a subscription to public transport to employees. If a company has more than 5 company cars, the plan also includes an Ecoscore consideration when buying or leasing a car.

Local and regional services from Brussels Capital Region impose an Ecoscore lower limit when purchasing or leasing vehicles. For example, in 2022, the ecoscore of a passenger car cannot be lower than 76 and 69 for a "multi-purpose" vehicle (i.e., Renault Kangoo).

A lower limit of Ecoscore is also set for vehicles from car-sharing services and depends on the type of vehicles. It goes from 60 (commercial vehicle) to 62 (city passenger cars).

Bonus and incentives

Bonus for citizen
Brussels citizens can apply for the bonus called "Brussel'Air" if they want to replace their cars with alternative transport modes. They receive a certain amount of money to use for different mobility services. More info here: Prime Bruxell’Air | Bruxelles Environnement

Bonus for companies
Brussels region can offer a monetary bonus of up to 4000 € for companies that adopt cargo bikes for deliveries to incentivize actions towards improving air quality. More info on this website : Prime Cairgo Bike | Bruxelles Économie et Emploi (economie-emploi.brussels)

LEZ

Brussels Capital Region is a Low-Emission Zone (LEZ). It means that in this zone, high-polluting vehicles are banned to improve air quality. "High polluting vehicle" is defined by the fuel and the Euro norm of the vehicle. Currently, the banned vehicles are diesel cars (EURO 0, 1, 2, 3 and 4) and petrol cars (Euro 0 and 1). A day-pass of 35 € is available for people who still want to drive with an unauthorized car. Stricter restrictions are planned up until 2035. The calendar can be found here: ZEROEMISSIONMOBILITY.BRUSSELS Roadmap (environnement.brussels)

The region has also developed monetary support for some companies that need to switch to authorized light-commercial vehicles. Several requirements are set and can be found here : Prime LEZ : remplacer son utilitaire et installer une borne électrique | Bruxelles Économie et Emploi (economie-emploi.brussels)

Strategy "Low Emission Mobility" until 2035

To reach neutrality by 2050, the vehicle fleet needs to include more zero and low emissions vehicles. To enhance the decarbonization of the fleet, the Region has developed a roadmap to gradually ban ICE vehicles up until 2035. It aims at banning diesel vehicles by 2030 and petrol, LPG and CNG by 2035. For the region's public services, the purchase of cars and multi-purpose vehicles of non-zero emission vehicles will be banned starting 2025.

In parallel, the region also develops incentives to make alternative and sustainable transport modes more attractive (i.e., mobility plan)
