Context and scope
The purpose of this privacy statement is to inform you and to explain how and why De Federale Overheidsdienst Mobiliteit en Vervoer, Directoraat-generaal Wegvervoer en Verkeersveiligheid, afgekort DGWVV, De Vlaamse Milieumaatschappij, L’ Agence wallonne de l’ air et du climat en Leefmilieu Brussel as data controllers in the context of Ecoscore, hereinafter referred to as the “Controllers” or collectively referred to as the “Parties”, collect, use and store your personal data as well as to inform you about what rights you have and how you can exercise these rights. VITO, Vlaamse Instelling voor Technologisch onderzoek, acts in this context as a data processor, hereinafter referred to as the “Processor”.
Traffic emissions are a major source of air pollution. The amount of traffic emissions mainly depends on the number of vehicle kilometers driven and the composition of the vehicle fleet. Measures to reduce air pollution from traffic therefore mainly relate to these two aspects. The regions, which are responsible for air pollution, have set tasks to support the policy on greening the vehicle fleet. One of these established reference tasks concerns the ecoscore.
A vehicle's ecoscore is a measure of the vehicle's environmental friendliness based on each vehicle's emissions. The performance of the reference task (ecoscore) established by the regions is handled by VITO. VITO maintains this website in the context of this assignment from the Regions.
Various items are offered on this website that are (at least partly) based on transaction data and/or vehicle fleet data from DIV:
- A list of passenger cars and vans (available in Belgium) stating the ecoscore per vehicle (brand-model-fuel);
- The chassis tool, which makes it possible to retrieve the Ecoscore, fuel and Euro standard of registered passenger cars based on the chassis number;
- The fleet tool, which fleet managers (companies and governments) use to request the ecoscore and CO2 Emission via the chassis numbers of their vehicles.
The Data Controllers process your personal data as determined in this privacy statement. This means that these Controllers determine the purposes and means of processing this personal data and are the point of contact not only for you, but also for the supervisory authority for any question about the use and processing of your personal data. For the transfer of personal data in the context of Ecoscore from the Federale Overheidsdienst Mobiliteit en Vervoer Directoraat-generaal Wegvervoer en Verkeersveiligheid, abbreviated DGWVV, De Vlaamse Milieumaatschappij, L’ Agence wallonne de l’ air et du climat en Leefmilieu Brussel, 2 protocols have been concluded between the Parties, which are available at the bottom of this page.

Nature, purpose, legal basis and retention period
The Controllers collect normal personal data in the context of Ecoscore. No sensitive data is being processed.
The personal data is always processed on the basis of a legal basis, stated in Article 6 of the GDPR, more specifically data concerning the registration of vehicles, vehicle identification number and technical data of the vehicle.
For each processing activity, only personal data that are relevant and necessary for the intended purpose of the processing are used.
The personal data collected and passed on in the context of Ecoscore will be kept for 25 years. This is necessary to draw up a sufficiently broad time series, which is necessary in the context of determining (and displaying) evolutions of indicators, etc. Being able to determine these evolutions is essential for policy support and evaluation. The database of available vehicles also contains data on old vehicles, which are therefore only available as second-hand vehicles. In order to continue to offer this, this information must be retained.
Persons who have access to the data
Personal data originating from the DGWVVV are only consulted and used by:
- VITO: Projectmanager, Researcher, ICT
- the vehicle owner
- VMM: Policy officers, team responsible for the air policy team
- Leefmilieu Brussel: Policy officers, head of the department of Sustainable Mobility
- AWAC: Olivier BIERNAUX, National Inventory Compiler (UNFCCC GHG)
The Parties, in particular the Controllers and the Processor, undertake to guarantee the confidentiality and security of personal data. A number of technical and organizational measures have been taken to protect personal data against loss, unauthorized alteration, unauthorized access and unauthorized processing.
Right to information
As a data subject you have the right to receive information. By means of this privacy statement we try to provide you with information about what data we process and what we do with this data, on what legal basis we process this data and to whom we pass on this data.
Right of access
You have the right to request us to view the data we keep and process about you. You may request a copy.
Right to Improvement
You always have the right to have your data corrected if it contains errors.
Right to erasure
You can demand that your personal data be erased for which there is no longer a valid reason to process it.
This right is therefore not absolute and can only be enforced when:
- the personal data are no longer necessary to fulfill the purpose pursued;
- the personal data were obtained without explicit permission and are therefore processed unlawfully;
- there is a legal obligation to do so;
- the permission granted for processing is withdrawn;
- personal data provided when you were a minor can be erased at any time.
Right to Restriction
Restriction means that, with the exception of storage, your personal data may only be processed with your consent for the establishment, exercise or defense of legal claims, for the protection of the rights of another natural or legal person or for reasons of public interest.
In general, you can use your right to restrict the processing of personal data when it is unclear whether and when your personal data will have to be erased. You can then ask not to process your data until everything has been adjusted, but also to keep your data and not to use it anymore.
Right to object
If we process your personal data on the basis of a legitimate interest or a task of public interest, you can object to the processing of your personal data and we will weigh the legitimate grounds on which we base the processing against your interests, rights and freedoms. We suspend the processing for as long as this assessment takes place.
In case of objection to direct marketing, we will automatically stop processing your personal data for this purpose.
